Report lists barriers to removing bad teachers

From a new report out this morning on removing ineffective teachers: In schools across the country, there are teachers who should not be teaching. But schools almost never dismiss persistently poor-performing teachers due in large part to legal and policy barriers at the local and state level . Those words come not from some Jeb-linked foundation or right-wing nut house, but the left-leaning Center for American Progress. The center has put out several reports recently on teacher tenure, pay and evaluations (two more are scheduled for release

today) so its latest is no surprise. But don't you know the Republicans in Tallahassee – pushing an overhaul of teacher tenure – are loving every word? Critics blame lousy administrators for lousy teachers, but the center points to these five factors: * weak teacher evaluation practices or systems * time and cost of dismissal cases * difficulty of winning cases * school culture uncomfortable differentiating among teachers * in some districts, the difficulty of hiring replacements
