Inmates accused of plot to escape

Hillsborough jail officials say they have uncovered and stopped a plot by juvenile gang members incarcerated in the county jail to kill a detention deputy and escape. The plot unfolded at the Orient Road Jail. Investigators say that five juvenile inmates worked together to create makeshift weapons and intended to kill a guard, steal his or her keys and escape. They say four of the inmates are “certified” gang members. Investigators say the plot was masterminded by 17-year-old Ronald Ball. They say he and another inmate, 17-year-old Devon

Serrano, collected razors to construct homemade knives, and pieces of wire to pick jail locks. They say Ball and 17-year-old Esteban Rivera recruited 16-year-old Luis Juarez to kill the detention deputy. Detectives said when they questioned Juarez, he told them he would kill the deputy “without reservation.” After killing the deputy, the group planned to steal the keys, and escape.
