TALLAHASSEE -- Good morning and happy Thursday. More and more people are slipping out of the capital city as the holidays near, but there is still plenty of news in the politics and government realm. So with that, here are the top five stories you should be reading this morning. * The Orlando Sentinel reports that a Florida judge has tossed a religious-funding amendment from the 2012 ballot. From the story: A Florida judge has stripped a question from the 2012 election ballot that would have deleted the state's century-old constitutional ban on using taxpayer money "in aid of any church, sect, or religious denomination or in aid of any sectarian institution." The Republican-run Florida Legislature placed Amendment 7, called the "Religious Freedom Act," on the ballot last spring. Supporters have argued the change would delete century-old discrimination from Florida government's formative document. * The Miami Herald writes that the Florida Panthers hockey team is the latest sports venture talking to big name casinos that could potentially open up in South Florida. From the story: Add the Florida Panthers to the list of South Florida professional sports teams that like the potential synergies between casino gambling and sports. The National Hockey League team has taken several Las Vegas casino operators on tours of the Sunrise property and discussed the possibility of building a destination resort casino on the land surrounding the arena if Florida legislators approve an expansion of casino gambling. The plan is similar to one being explored by the Miami Dolphins. * The Florida Current writes that the state is finally expected to get a Medicaid waiver. From the story: After 18 months of negotiations and more than a half dozen temporary extensions Florida is poised to received final five-year approval of a sweeping Medicaid waiver. The Agency for Health Care Administration has been notified by the federal government that the waiver is finalized but its approval is imminent, spokeswoman Shelisha Coleman said. * The Sun-Sentinel writes that widespread bleaching is threatening South Florida coral reefs. From the story: An ashy pallor has spread across South Florida's coral reefs over the past few months, as stressed corals expelled the algae that gives them color. The worst case of coral bleaching since surveys began in 2005 struck reefs from the Florida Keys through Martin County, harming the base of the region's most biologically productive and economically important marine ecosystem. * The Palm Beach Post reports that the state has given digital animation company Digital Domain license to start offering classes. From the story: The Florida Department of Education has granted Digital Domain Institute a license to operate its experimental film animation school, paving the way for the company to start classes next spring. With the license, company officials say, they'll be able to begin the certificate program in temporary space in CityPlace. A four-year program, in conjunction with the Florida State University film school, is scheduled to open in the fall of 2012, also in CityPlace temporary space.
The Good, The Bad and The Ugly from the Dolphins’ 20-9 win over the Redskins: The Good * The opening drive on offense: The Dolphins picked up right where they left off in Kansas City, driving 45 yards in eight plays for a touchdown. On the season, the Dolphins have three touchdowns and a field goal in nine opening drives. * Matt Moore in the second half: Leading just 10-6 at halftime, Moore was on fire in the second half, completing 10-of-12 passes for 116 yards. He was even better in the clutch, completing all five passes for 60 yards on a fourth-quarter drive that ended with a Reggie Bush touchdown run to seal the victory. * Karlos Dansby: Kind of obvious, given that you saw his jersey on practically every single defensive play. But it’s been awhile since we’ve seen a linebacker fill up a stat sheet like this: 10 tackles, 2 for loss, 1 sack, 1 interception, 1 QB hit, 2 passes defended. His interception on the 5-yard line – his first in two seasons as a Dolphin – prevented the Redskins from taking a lead early in the fourth quarter. Not surprisingly, Tony Sparano gave Dansby the game ball. * Reggie Bush in the Red Zone: He wasn’t great overall, rushing 14 times for 43 yards, but he helped the Dolphins punctuate two long drives with touchdown runs inside the 20-yard line. The first one was easy – a 1-yard run in which no defender was within 5 yards – but the second one was a crucial 18-yard run around right end to clinch the win in the fourth quarter. Bush now has three rushing touchdowns this year, all in the last two games. Sunday was the first time he rushed for touchdowns in back-to-back games since 2009, and Sunday was his first two-rushing touchdown game since 2007. Bush, averaging 4.6 yards per carry this year, is on pace for a career high 842.7 rushing yards this year. * The third-down offense: This one should have been easy to predict: The Dolphins entered the game as the worst third-down offense in the NFL (26.3 percent) and the Redskins as the fifth-best third-down defense (32.7 percent). Of course, you can throw your stats out the window. The Dolphins converted 8-of-14 opportunities (57 percent), by far their best showing of the year. * Jason Taylor and Jared Odrick: Old Man Taylor deserves some props. While he only had one tackle, he was very disruptive on Sunday. He picked up his third sack of the season and added two quarterback hits, a tackle for loss and a pass defended. And Odrick, playing in his first full season, picked up his third sack in four games. * Anthony Fasano: All he does is make big plays. Two weeks ago, he had two catches for two touchdowns. Sunday he had three catches for 60 yards, including a crucial one-handed catch for 21 yards to set up the game-icing touchdown. Also has been great in run blocking. * The pass protection: Moore told me after the game that the Redskins disguise their front seven and blitz packages so well that it was by far the trickiest defense the Dolphins have faced this year. Ryan Kerrigan did have a big game with two sacks and a forced fumble – you might want to get a hand on the guy as he’s sprinting off the edge toward your quarterback – but no other Redskin picked up a sack. Overall Moore was sacked just twice and hit only three more times. That’s a major improvement from earlier in the season, when Dolphins quarterbacks were getting pounded on a regular basis. * The run defense: Held the Skins to just 61 yards on 17 carries (3.6 average), but really it was 40 yards on 16 carries (2.5 average) because the Skins ran for a meaningless 21 yards on the final play of the game. Mike Shanahan teams become very average if they can’t run the football. * Brandon Marshall’s hands: Had his third game this season without a dropped pass and caught seven of nine targets thrown his way for 98 yards. In the last two weeks he’s caught 15 of 20 targets for 204 yards and a touchdown. And in his last four games he’s caught 69.4 percent of his targets, after catching just 54.9 percent in his first five games. * Vontae Davis: Got to give the kid props for holding on to an interception. It was his first since Week 2 of 2010, and the first by any member of the Dolphins’ starting secondary this year. Though, we could have done without all of the preening and posing. Your team is 2-7 and you were just suspended last week for unprofessional behavior. * Mike Nolan and the defensive coaching staff: Quite the turnaround they’ve had after allowing 600 yards to the Patriots in Week 1 and collapsing late against the Browns and Broncos. The Dolphins have now allowed just 12 points in their past two games – all field goals – and they now rank an impressive eighth-best in the NFL in points allowed this year (19.8 per game) and have steadily climbed to 20th in total defense. It was the first time the Dolphins didn’t allow a touchdown for two consecutive games since Weeks 14 and 15 in 2008. The Bad * Matt Moore in the first half: Completed just 10-of-17 passes for 93 yards, an interception that almost cost his team a touchdown and a 49.4 passer rating. That his final QB rating for the day was 75.2 speaks to how good he was in the second half. * Daniel Thomas and the run blocking: Thomas saw his biggest workload in three weeks with 17 carries, but he managed just 42 yards (2.5 per carry). The past two weeks he has 49 yards on 24 carries (2.04 average). Of course, it’s not only his fault. The offensive line didn’t do such a great job opening up holes for Thomas or Bush, though the Redskins have a stout defensive front. * The pass defense in between the 20s: Skins QB Rex Grossman actually had a fairly efficient day, completing 21-of-32 passes for 215 yards. The two interceptions killed him, but he was able to move the ball downfield. Rookie Leonard Hankerson , the former St. Thomas Aquinas and University of Miami star, had eight catches for 106 yards in his first start of the season. The Ugly * The offense from the late first quarter to the end of the third quarter: The Dolphins had seven possessions, and here is how they ended: INT, field goal, missed field goal, end of half, fumble, field goal, punt. The Dolphins amassed 153 yards on those seven drives. * Roughing the passer penalties: The Dolphins had at least three personal foul penalties for the second week in a row, and this time all three came on the quarterback. Paul Soliai , Igor Olshansky and Odrick were busted this time. For Olshansky, this was his second of the year, in limited snaps. The new strict rules are tough for defenders to navigate, but Dolphins defenders need to be more careful around the quarterback. * Throwing on 3rd-and-31: By far the most puzzling decision Sparano has made this year. Several times, he’s taken the conservative route, like opting to punt on fourth-and-short from the opponent’s territory, or taking the ball into halftime instead of trying for a last-second field goal. But third-and-31 from his own 19 yard line is the time to get daring? Predictably, Moore was intercepted, and the Redskins returned it to the 5-yard line. The Skins managed only a field goal, so this decision has been mostly forgetten. But the Skins’ offensive ineptitude saved Sparano on this one. * Brian Hartline’s opportunities: Targeted just three times and finished with one catch for six yards. For whatever reason, he and Moore aren’t clicking. Hartline has been targeted just seven times over his past three games, and has three catches for 35 yards. * Jared Odrick’s sack dance: Actually, we kind of like the “Pee Wee Herman.” Sparano wasn’t a fan, though. “I thought it was an ugly dance,” he quipped on Monday. www.youtube.com/watch?v=Id_OhO5M9zE

Three Miami Dolphins talking points to jumpstart your Victory Monday: 1. Anthony Fasano making the most of his limited opportunities. Anthony Fasano makes the most of his limited opportunities, like this one-handed catch in the fourth quarter Sunday / Bill Ingram, Post staff His stats aren’t exactly sexy – just 15 catches through nine games, for 250 yards and three touchdowns. That’s 1.67 catches, 27.8 yards and 0.33 touchdowns per game. But the raw numbers don’t illustrate the importance of Fasano, the Dolphins’ sixth-year tight end. Without him, the Dolphins probably don’t defeat the Redskins on Sunday. Fasano caught three of four passes thrown his way for 60 yards, including two crucial catches on the Dolphins’ game-clinching touchdown drive. One was an 11-yard catch on third-and-8. Another was an incredible one-handed grab for 21 yards on second-and-9 to move the Dolphins into scoring range. For the season, Fasano has only been targeted 20 times, but he’s caught 15 of the passes, averages 15.8 yards per reception (seventh-best among 62 tight ends) and, most importantly, has not dropped a pass all season. By comparison, Jimmy Graham has been targeted 104 times this year. Jason Witten is second with 73. Fasano’s 20 targets ranks him in the low 30s among tight ends. “Just being opportunistic,” Fasano said with a smile after Sunday’s game. “Just try to catch them when they come my way.” But he might be getting into a good rhythm with new quarterback Matt Moore . Seven of his receptions, and all three of his touchdowns, have come in the last four games with Moore at the helm. “He’s one of those guys where even if it’s tight too you can stick it on him,” Moore said.”I got a lot of faith, a lot of confidence that you can put it anywhere and he’s going to make a play. He’s been doing a heck of a job.” Coach Tony Sparano said the Dolphins’ new offense – with new pieces like Reggie Bush and H-back Charles Clay , who can be moved all over – is designed to attack the middle of the field. “For the most part, being able to line these players up in different spots helps the tight end work the field a little bit,” he said. “Last week it was Clay and this week it ended up being Anthony. Anthony made a couple of plays last week as well, but the catches that he made this week were tremendous.” Sparano also said Fasano made “a hell of a block” on Bush’s game-icing touchdown run in the fourth quarter. Fasano rarely sees his name mentioned among the top tight ends in the league, but it’s not because of his performance. He just needs more chances to shine. 2. Karlos Dansby the best linebacker in the league? You never see Dansby’s name, either, in the discussion of the best linebackers in the league. But at least one person says he’s the absolute best in the NFL – Dansby himself. Karlos Dansby, celebrating his interception on Sunday, may not be a household name yet. But he thinks he's the best linebacker in the NFL / Allen Eyestone, Post staff “I’m the best in the game,” he told multiple reporters after the game. “No one’s better. I’m more versatile than anyone. I’m bigger, I’m faster. I cover people downfield. I take on linemen.” He certainly did all of that on Sunday, when he finished with a team-high 10 tackles, one sack, one interception, two tackles for loss, one quarterback hit and two passes defended. In his first five games, when he battled a nagging groin injury, Dansby had 21 tackles, one sack and one forced fumbles. In his last four games, he has 40 tackles, a sack, an interception (his first with the Dolphins), a forced fumble and two passes defended. “He’s definitely playing his butt off,” Jason Taylor said. “That’s the Karlos (Dansby) we expect to see. And when he’s playing like that, we’re pretty tough.” The interception in Sunday’s game – on the Dolphins’ 5-yard line with 12 minutes left, ending the Redskins’ chances of taking a late lead – was a sigh of relief for Dansby, as well. He’s mostly been dropping the ball during practice, but held on Sunday when it counted most. Sparano even poked fun at Dansby in the locker room when he gave him the game ball. “I’m going to give it to the son of a gun,” Sparano said, “because he caught that God d*** interception. I can’t believe it!” Keep making plays like that, and maybe more people than just Dansby will consider him the best linebacker in the league. 3. Matt Moore should’ve been playing all season. Yeah, we said it. Maybe it’s not fair to judge Chad Henne on his three-plus games this year because the Dolphins were a mess to start the season. But it’s pretty clear at this point that the offense is much better with Moore at the helm. The Dolphins have scored eight touchdowns in their last three games with Moore under center. How many times did the Dolphins score that many touchdowns in a three-game stretch with Henne since the start of the 2010 season? Zero times. In his 17 starts dating to the beginning of 2010, he produced just 30 touchdowns. This year, the Dolphins scored five touchdowns in three games with Henne, going 0-3. Moore, meanwhile, is getting more comfortable in the pocket each week. In his last four games, Moore has completed 67.3 percent of his throws, with four touchdown passes, two interceptions, a rushing touchdown and a 2-2 record. His quarterback rating is climbing steadily, and is now at 79.0 after being in the 50s after two games. Sunday, he started off slowly, completing just 15 of his first 24 passes for 149 yards and an interception. With the game on the line in the fourth quarter, he completed 5-of-5 passes for 60 yards to lead the Dolphins on a game-clinching touchdown drive. “He’s coming on. They’re letting him play,” said receiver Brandon Marshall , who has caught 15 of 20 targets the past two weeks for 204 yards and a touchdown. “He spins it well. He studies all day, all night. He’s reaping what he sows.” And perhaps the Dolphins’ offense would’ve clicked sooner had the Dolphins allowed Moore to actually compete for the starting job in training camp, instead of simply handing it to Henne. And perhaps the Dolphins wouldn’t have started 0-7 if Moore had been playing this whole season instead of Henne.

John Beck won’t get a shot at revenge against the Dolphins, after all. The NFL Network reports this morning that Redskins coach Mike Shanahan told his team yesterday that Rex Grossman , not Beck, will start today’s game against the Dolphins (1 p.m., Fox). Beck, drafted by the Dolphins in 2007 and released before the 2009 season, has struggled since wresting the starting job away from Grossman four games ago. In three starts (all losses), he completed 56.7 percent of passes for 741 yards, two touchdowns and four interceptions with a 72.1 passer rating. Beck is winless in seven career starts (four with Miami in 2007), and won’t get a chance at revenge against his former team like Daunte Culpepper did in 2007, when he scored five touchdowns for Oakland in a win over the Dolphins in South Florida. Grossman, the former University Florida star, starts for the first time since Oct. 16. In five games this year he is completing 55.8 percent of passes for 1,132 yards, six touchdowns and nine interceptions with a 66.5 passer rating. The Redskins are looking to break a four-game losing streak today. We’ll have more updates from the stadium around 11:30, when both teams will announce their inactives and lineup moves.

Dolphins safety Yeremiah Bell already has been burned once by the NFL’s stricter rules on hits to quarterbacks and defenseless players when the league fined him $15,000 last month for hitting Tim Tebow in the head. Bell expected another fine this week for his three personal foul penalties against the Chiefs on Sunday — a 15-yard flag for hitting Dwayne Bowe , whom the officials determined was “defenseless.” Bell also picked up penalties for unnecessary roughness and unsportsmanlike conduct. But the NFL chose not to fine Bell this wee, a league spokesman confirmed. Instead, the only fine for the Dolphins this week was a $7,500 fine for right tackle Marc Colombo for hitting an opponent after the whistle with 3:28 left in their 31-3 win. Dolphins coach Tony Sparano said Friday he isn’t worried about Bell losing any of his intensity or aggression after being flagged for a couple of questionable personal fouls in recent weeks. “Y.B. is one of the tempo setters. He’s a physical player. That’s the way he’s played since I got here,” Sparano said. “The guy plays through every possible nick that you can get. He doesn’t say a word. He just keeps going. He’s a hard physical player. He only knows how to play the game that way. He’s not going to back down in that kind of situation. That’s not in Y.B.’s make up. That’s what I love about the guy.”

Everyone else in the country is doing midseason awards and superlatives now that the NFL regular season is halfway complete, so why can’t we jump into the ring, too? The Dolphins are 1-7, so the awards will tend to skew toward the negative. But there have been good performances mixed in with the bad, and some memorable moments so far this year. So here is a look at our midseason awards and superlatives for the Dolphins: Best moment of the first half: Tony Sparano’s post-game speech after last week’s win over the Chiefs. After seven frustrating weeks, it was good to see the Dolphins finally have something to smile about. “You were supposed to win today!” a fiery Sparano told his players. “That’s what it’s about. You believing in you. Nobody else matters.” Worst moment of the first half: When Matt Prater kicked a 52-yard field goal in overtime to complete the Broncos’ miraculous 18-15 comeback victory over the Dolphins on “Gator Day.” That kick punctuated a bizarre, embarrassing day in Dolphins franchise history. Team MVP: Punter Brandon Fields. Seriously, can you think of anyone else who has played consistently well through the first eight games? Cameron Wake does have 5.5 sacks but was mostly quiet in early-season losses. Karlos Dansby, Kevin Burnett and Yeremiah Bell have been playing lights out in recent weeks, but were terrible to start the season. Jake Long has allowed five sacks, Brandon Marshall has dropped at least five touchdowns and Reggie Bush was invisible for four games. Fields, meanwhile, is eighth in the NFL with a 48.6 average, 40.7 net and 17 of his 40 kicks landing inside the 20. Biggest disappointment: CBs Vontae Davis and Sean Smith. Davis said in training camp that they were the best tandem in the league, but they’ve been anything but. Neither has an interception this year, and they have just two combined since the beginning of the 2010 season. Davis has missed three games with a hamstring injury and one game to suspension for not acting like a professional. Smith, meanwhile, has allowed opposing quarterbacks to compile a 105.7 passer rating when targeting him this year. They Are Who We Thought They Were award: RT Marc Colombo. Though he’s had a solid 10-year NFL career, he clearly lost a step last year in Dallas after coming off a broken leg, and the Cowboys cut him in July, to little surprise. The Dolphins got the benefit of the doubt when they signed him to play right tackle – maybe Sparano knows something we don’t? – but Colombo has played to form, allowing three sacks, eight quarterback hits and 22 pressures through eight games. Most intriguing player: RB Reggie Bush. He started slowly as both he and the Dolphins tried to figure out exactly how to use him. But Bush has put together two strong games in a row, gaining 262 total yards. Against Kansas City, Bush had runs of 17, 18 and 28 yards and a catch of 27 yards. Against the Giants, runs of 35 and 28 yards. The Dolphins, meanwhile, have six touchdown in their last two games. If he can continue to gain big chunks of yards, the Dolphins could make some noise in the second half. Best rookie: C Mike Pouncey. The rookie class has done well for the most part – Daniel Thomas rushed for 202 yards in his first game before being hampered by a hamstring injury, Charles Clay is averaging 18 yards per catch and Jimmy Wilson has been a great find in the seventh round as both a cornerback and special teams contributor. But Pouncey has been a solid anchor on the line – Pro Football Focus ranks him 15th among 37 centers this year – and is finally the long-term answer at center the Dolphins have spent four years looking for. Quietest rookie: WR Clyde Gates. The fourth-rounder out of Abilene Christian was supposed to be the speedy vertical threat that the Dolphins’ offense has sorely lacked. But he has just one catch for eight yards this year, and ranks just 25th in kickoff return average (22.1 yards). Worst luck: Chad Henne. In a make-or-break year, suffers a season-ending shoulder surgery on a busted running play in Week 4. The injury ruined his chance to prove whether he can be the team’s quarterback after this year, and now his Dolphins career is probably over. Biggest enigma: WR Brandon Marshall. His very first catch of the season was an acrobatic 31-yard sideline catch over a defender against the Patriots. And at times he looks dominant, with three separate 100-yard games this year. But as we all know, he’s dropped at least five touchdowns and has disappeared in the Red Zone. And he leads the NFL with nine drops this year. He’s one of the most physically dominant receivers in the NFL, but his inconsistent play leaves Dolphins fans shaking their heads. Worst loss: The Denver loss certainly was embarrassing – not only because they lost to the worst starting QB in the league (Tim Tebow), but because they became the first team since the 1970 AFL-NFL merger to blow a 15-point lead in the final 3 minutes of regulation. But we’ll give this award to the Week 3 loss at Cleveland for letting Colt McCoy (Colt McCoy!) drive 80 yards in the final two minutes and score the game-winning touchdown to seal a one-point loss for the Dolphins. Miami dominated that game for 58 minutes and had no business losing to a poor Browns team. Most to prove: QB Matt Moore. Was fantastic against the Chiefs, and not-so-fantastic against the Jets, Broncos and Giants. If he continues to play well, he could potentially enter next season as the starting quarterback. If not, he could find himself on the cutting block this spring, along with 15-25 of his teammates. Name to forget: Andrew Luck. Sorry Dolfans, it isn’t happening. Start researching Landry Jones, Matt Barkley or Robert Griffin. What Happened To These Guys? award: LT Jake Long and ILB Kevin Burnett. Long has already allowed five sacks (career high is six in a season) and is ranked just the 18th-best left tackle this year by Pro Football Focus, though he did have a fantastic game last week in shutting down the Chiefs’ Tamba Hali. Burnett has been lights out the past two weeks, leading the Dolphins with 23 tackles and 1.5 sacks, but he was awful in the beginning of the season, missing tackles left and right and getting beaten in coverage. We’ll see if their recent strong performances is a sign that they’ve figured things out. Best coaching move of the year: There haven’t been many, but moving Tyrone Culver in the free safety spot has brought stability to the defense. Reshad Jones and Chris Clemons have been hurt for most of the season, and Jones committed several costly communication errors early in the season. Worst coaching move of the year: Not putting more run stuffers on the defensive line for Tim Tebow’s two-point conversion, especially since every coach and player said they “knew” Tebow was going to run. So load up the box and dare him to throw the ball. Quote of the Year 1: “I know one thing about these guys: They’re not going to stop quitting.” – Chad Henne after the loss to Cleveland. A slip of the tongue turns into the funniest quote of the year and gives the “Suck for Luck” crowd some hope. Quote of the Year 2: “That quarter-and-a-half I’m out there, I’m going to play like a monster.” – Brandon Marshall, explaining to reporters that he was going to get fired up and eventually kicked out of the Monday Night game against the Jets. Anyone with half a brain knew that Marshall was joking, and for some reason, this part of the quote is really funny to us. Quote of the Year 3: “We were up 15 points with what, five minutes left to go? And we couldn’t win it? It’s disgusting. Right now, this team stinks.” – Reggie Bush after the loss to Denver. We appreciate the blunt honesty.
