Cap and Trade Bill

The Cap and Trade bill did not pass. Instead, the Administration is implementing this program by executive fiat, through the authoritative powers that the Supreme Court recently granted to the EPA.
The subversive part of the “CAP & TRADE” program is “NOT YET IMPLEMENTED,” as it is the section authorizing creation of a “Pshchological Research” department, which through it’s own resources, & through financing programs at universities,
Much of this subjective matter of which was cryptically written in literary novels like for example, George Orwell’s “1984″ & “Animal Farm.”
